Program Officer

CARE Canada is currently seeking Program Officers to support urgent and future needs in its Humanitarian Assistance and Emergency Team (HAET).

Please note that due to the urgent nature of this recruitment, profiles will be reviewed on an ongoing basis and positions may be filled before the deadline. CARE’s Global Program Strategy and Humanitarian and Emergency Strategy (HES) commits CARE to be a leading humanitarian agency that has a lasting impact on the needs of women, men, boys and girls affected by humanitarian crisis, and have a unique ability to reach and empower women and girls in emergencies. The Humanitarian Assistance and Emergency Team (HAET) is part of CARE Canada’s International Operations & Programs unit, which is responsible for the overall management of CARE Canada’s development and humanitarian programming.

We are seeking dynamic go-getters with experience in humanitarian program management and experience working in complex environments to join HAET. The Program Officer – Humanitarian works with the team and Country Offices to support the management of a diversified portfolio of programs funded by GAC and other donors, as well as for identifying and developing new program opportunities. The PO supports the administration and implementation of projects, including high quality reporting and proposal development. Because of the nature of the work, demands are fast-paced and unpredictable.

 

Tasks include:

  • -Program Management & Support: supporting the implementation of humanitarian programs across a diverse geographic portfolio; liaising with Country Offices to make sure projects are on track; reviewing donor reports;
  • -Support the development high quality concept papers and proposals in collaboration with -Country Offices and the New Business Development team;
  • -Monitoring on-going emergencies in order to signal major shifts and crises to Senior Management
  • -Travelling up to 30% of the time to support project implementation, including to high risk locations
  • -Contribute to the development and maintenance of systems and tools to improve efficiencies in program management & development, including tools and templates

Is this right for you? Here’s what we’re looking for:

  • -You have previous experience working in a developing country, preferably in a humanitarian context
  • -You have exceptional writing and editing skills – you love producing high quality reports and proposals
  • -You’ve worked for an international NGO, local NGO or a UN agency
  • -You have practical experience in designing, implementing and monitoring international programming
  • -You have a Bachelor’s degree in International Development or Humanitarian Assistance or in a related field, or equivalent combination of education and work experience.
  • -You have an understanding of the humanitarian architecture.
  • Ideally you are fluently bilingual in French and English
  • -You are very flexible, and willing to jump in wherever your support is needed
  • -You excel at establishing priorities in a time-sensitive environment and your ability to multi-task is unparalleled
  • -You are an effective collaborator and are able to work with small, cross-cultural and remote teams
  • -You have a results-oriented focus, keen drive, with an infectious enthusiasm and passion for delivering results

 

What would make you extraordinary?

  • -Knowledge of Global Affairs Canada and its humanitarian program funding modalities
  • -Fluency in French, Spanish or Arabic
  • -Relevant advanced degree or equivalent
  • -Previous specialised training in humanitarian or emergency response
  • -Previous experience working in fragile/conflict-affected contexts
  • -A strong understanding and practical experience integrating gender equality in humanitarian interventions
  • -Technical specialisation in a thematic area of expertise relevant to CARE Canada’s work (ex. Gender in Emergencies, WASH, food security, Sexual & reproductive health
